As India lists top drug offenders, Anti-Doping Bill to be introduced in Monsoon Session

New Delhi: On the day India continued to top the Athletics Integrity Unit (AIU) global list of drug offenders, the Sports Ministry has assured that the National Anti-Doping Bill will be tabled in the upcoming Monsoon Session of Parliament.In the AIU list, India counted 162 dopers, ahead of Kenya (148) and Russia (60). Includes individuals serving bans for doping offenses by virtue of positive tests for prohibited substances and/or manipulation, test evasion, trafficking, or missing whereabouts.Under the amended bill, trafficking and distribution of banned substances to athletes carries a five-year prison sentence.“Until now, athletes were penalized for such infractions. They had suspensions or bans. But we have to go after those who supply them with these substances, including doctors,” said an official of the Ministry.The public consultation period for the amended bill ended on June 18. The Monsoon session of Parliament begins on July 20.The amendment is similar to the one proposed in 2018. At that time, a prison term of four years and a fine of Rs 2 lakh was sought for organized crime syndicates and anyone found guilty of supplying banned substances to athletes.However, the provisions were scrapped from the bill that was eventually passed in 2022 and amended once last year, as the government went with the idea of ​​”preventive legislation, rather than criminal legislation”.India has also topped the World Anti-Doping Agency (WADA) global list for the past three years.
